The transmittance and absorbance curves are displaying two optical transitions, one from 750 to 600 nm and the other from 580 to 480 nm, which means there are two materials in the film.
Both transitions can be a property of the same material and even be a property of the same dopant. You simply observe two different transitions of the same impurity in the same material.
As example, for metal nanoparticles arrays or colloidals, two bonds in absorbance spectra can characterize the different Localized Plasmon Resonance mode (depends on materials, shape distribution, hybridization, multiple resonances, intra and interband transactions)
