Why does the same cathode material CV in Li-battery application shows an incomplete curve between the starting and ending point at 0.1 mV/s? . Sometime the same material give complete cycle and there remain no space between the starting and ending point.

Do you have an example to show? Do you mean that the start and end current for a single scan are different (creating a vertical gap), or that the start and end voltage are different?
For some potentiostats, the CVs can be commenced at open circuit potential (OCP), and then subsequent scans swept between two different vertices. If the OCP is outside this range you can also have non-symmetric voltammograms.
