Dear colleagues, the last IPCC SR15 report defines vulnerability as "The propensity or predisposition to be adversely affected. Vulnerability encompasses a variety of concepts and elements including sensitivity or susceptibility to harm and lack of capacity to cope and adapt", whereas adaptive capacity is defined as "The ability of systems, institutions, humans and other organisms to adjust to potential damage, to take advantage of opportunities, or to respond to consequences."

Following these definitions:

1) Could we say that vulnerabilility and adaptive capacity are the two sides of the same coin?

2) Is this framework correct? --> Risk = Hazard x Exposure x Vulnerability / Adaptive capacity
