The issue of collusion is becoming rampant especially in developing economies and if not checked, its spreading beyond contractors to even consultants. my humble question would be if any manual on associated risks in construction procurement has been used presently or before and if available is it possible to benchmark and see how Brazil is minimizing procurement risks especially in construction procurement?
