APC stands for Article Processing Charges, peer review is not paid activity! Open access publishing may be sustainable if some party cover all the necessary charges, like Government, Universities...

Of course Yes. The only way out is for the journals to remain subscription-based as they used to be. It frequently crosses my mind how free open access (OA) journals do it. There should be a way around the publication charges for OA journals, really.

Dear Wileidys Artigas , nice discussion. APC is a new thing in this millennium and usually would reach £££ or ££££. i have reservations about what’s on going at the moment. The main driver for the journals are authors and rhey don’t get paid. Reviewers are not get paid. As far as I know editorial board members and journals editors are not get paid . All the money 💰 get by the publishers! That’s absolutely WRONG and NoT ethical. Who gets more paid ??? The main motivator and drivers “ Authors! “ APC issues should not directed to the Authors anymore! Journals should be paid by institutions. I know there are lots of institutions pay APC But not enough!

Recently, a group of 11 European funding agencies decided to push back by launching “Plan S.” The Plan requires all funding recipients to publish in immediate open access journals. Will they succeed in changing the way major publishers operate?

Plan S aims for full and immediate OA to publications from publicly funded research. It requires that all researchers who receive funding from participating members should publish their work open access by 2020. Plan S deems hybrid open access as non-compliant with its principles because the journals are still charging for access to some of their articles. In response, mirror journals have arisen as a possible solution for publishers. However, Plan S recently deemed mirror journals as non-compliant with its principles as well unless they are part of a transformative agreement...

It's a bit like wanting to have your cake and eat it too! Some editorial houses have understood this and offer two options:

- Either you publish for free, but the house earns income from selling the publication online,

- Either you pay to publish and your publication is available free of charge to users.

In any case, someone must pay. All free of charge Open Acess journals are funded by the government, a firm, etc.

The data published in the open access is available to all group of people, that is very much helpful and easily accessible to new researchers very easily and quickly without paying charges.

However, the data is patented then there is no any problem of right which initiator can protect.

Wileidys Artigas there is a concern with the payment by APS and the requirements of academic evaluation. For South American researchers there is a problem of offer and demand for the highest impact journals, who can pay the increasingly high costs come from countries with sufficient income to not be a weight in their annual income, which creates a real A nightmare for our academics, as many universities have increasingly reduced financing options that in many cases do not include costs per public@ation even if they have raised the demands for the evaluation of their productivity.

Open Access Fees are aimed for paying off copyrights costs and registration under the authors' names and keeping the publication online presumed for life. The reviewers and the appointed editors do the job as volunteers; they are not paid. The resining part of these fees goes to the publisher to pat costs such as staff, administration, electronic systems, maintenance etc.

I agree with you all and recommend the previous answers.

I think if a journal is supported by strong scientific societies, they can publish without the APC and charge the readers!!

But the ones, without any financial source have no other option to charge the authors!!

I don’t know much about the whole process... but only journals with APC have free online access ... however some will accept anything.

In my opinion, it is still fine for some journals, particularly those which do not follow a certain well-known institution, to request reasonable APC, however, the problem is with the journals which have extremely high APC or keep raising their APC every year. It seems that authors-or their institutions- still pay no matter what.

Both sides are right in their view (i.e. publication charges for covering the expenses vs. free publication, by the authors especially in the less developed countries). I myself being from a less developed country, prefer free, open-access journals, since I can not afford the cost of publishing in a high quality free publication but not open-access. At the same time I need to introduce myself to the global scientific community, and in the era of communications and technology, get to know and communicate with fresh ideas and minds, and new colleagues working around the world.

Private publishers, that are brand names in the publishing world, make money by scientific journals, perhaps looking at it as a way of business rather than promoting the extension of knowledge. Also, I believe that research institutes, universities, scientific committees in different countries, can gain respect and promote new technologies in their homeland, and get respect by sharing their own findings with other parts of the world. Thus, it can be said that if that particular university or institute, invest financially in scientific, free and open-access journals, in a way it is an investment for creation of knowledge and creating a platform for their scientists to communicate with others globally.

So, I suggest that these kinds of journals to be expanded more and more, rather than witnessing everyday expansion and creation of similar journal titles by different, famous private publisher, with the aim of selling good and average or bad manuscript for a huge sum of money.

I agree with you 100%, in fact, those good journals have kept the integrity of scientific publication quite well. There should be some idea that could keep both side satisfied (private publishers of good quality journals and researchers from developing countries). There are some journals and publishers that offer discount to institutions from developing countries. In developed countries, it is well understood that publication expenses are part of a research activity; thus, part of the grant or research budget is for publication expenses. However, in developing countries, even the discounts for publication expenses are still too expensive in that particular country (for example my country Iran). I think that good and respectable research institutions (various fields of science) in a developing country, should chose 1 or a few fields, and the university or the institutions responsible for advancement of the science and technologies in that country, invest in starting a very high quality, specialized journal (eventually with ISI and impact factor), and make it free and open access. This will eventually encourage top scientists from around the globe, to contribute to that journal, whose aim is non-commercial and for the advancement of knowledge. Of course, political issues and nationalism should be avoided on such cases (for example I am again choosing names like Country name Journal of Social Science; just the name Journal of Social Sciences would be sufficient.)

APCs are imposed entirely for commercial purposes.

Online journals are not expensive to maintain.

Michael John McAleer not always, for example, in Venezuela universities pay a teacher 3$ monthly, so imagine the budget for journals, you have to pay hosting, DOIs, translate services, proffreading, among other things, so It is hard to mantain it without any resource, expensives APCs are for commercial purposes, sometimes APCs are the way to not close the journal.

Chia-Lin Chang not expensive for countries where is normal to pay hosting for universities and some teachers just collaborate because they can do it in their free time without problem. This is really a good subjet to discuss.
