to make it into a silicone elastomer it has to be cross-linked. If it has reactive ends (usually -OH groups) this can be done. If it has been deactivated with methoxy groups It is more
difficult .

from what you report i don’t think so - there are other reagents like boric acid that may be able to cross link it
