in pso algorithm for solving an issue with chenging the sequents of element of representative solution ,all elements will chenge and because of elemants dependence to each other, this algorithm didn't go to a
converge optimized answer
how can we solve this problem and converge the algorithm?

representative solution Included two parts.
in first part Included permutation of integers that coded continuous
between 0 and 1
and in fitness function will be decoded to integers
and second part included continuous number between 0 and 1
direction of second part is depended to values of the first part
----
there is no problem with duplicate answer in permutation because of considering fixer procedure

I don't know much about PSO, but know about Model-Based Evolutionary Algorithms. In Model-Based Evolutionary Algorithms, attempts are made to understand which "elements" constituting the solutions are linked together, and need to be changed at the same time to effectively traverse the search space. You may want to take a look at the algorithm GOMEA (also called LTGA) and see how its concepts can be applied to your problem.
