Is it advisable to use the confined compression strength of concrete for design?

For column and wall sections due to provision of confined concrete the sections benefits from higher compression strength and larger strain value. my question is can one use this higher compression strength to design column and wall sections? I am asking because I am observing a large deference between the confined and unconfined compression strength for column section.

In the attached picture, the blue circle shows the confined concrete strength of column section with fck=30Mpa concrete with 500x500 mm section and 4 links in vertical and horizontal direction. so can I use this value for design?
