Although developed strategies produce coastal community resilience, resilience is still defined by the response of the coastal communities, as they are the controlling factor and, at the same time, the affected. Especially in the case of rural communities that have no actual knowledge of science and view any dialogue as a potential solution without any real comprehension of the technical terms used;
(i) Do you think that, for effective coastal resilience to transcend for a long time, the community needs first to understand why proposed actions were considered over understanding their roles in the strategies?
(ii)Do you think this will give them a better idea of how to sustain the strategies over a long time and educate the newcomers, rather than being ignorant of why they engage in instituted policies?
Communication and awareness for risk mitigation and resilience is indeed the prerequisite for the effectiveness of any hazard mitigation or recovery plan. It is a general principle that community needs to be involved in decision making and implementation process for resiliency efforts, which holds for coastal communities as well. For example, the county level mitigation and recovery plans required by FEMA In the US often stipulate requirements on community engagement in the planning process before a plan is approved.
Many of the challenges you note are due to using the term "resilience" which has numerous meanings and interpretations. To get to the root of the important issues you highlight, it might be time to move beyond resilience:

If the initiative does not come already from the local community, experience teaches that local community stakeholders need to be involved in all stages of developing research strategies for long-term sustainability, resilence, etc. In this local community functions as an authentic, intrinsic corrective for the trajectory of the development strategy. This implies development by, in, with, for, and of the local community.
It is important that coastal communities are involved in understanding or at least trusting in strategies that increase their resilience.
