I will say, yes. Yes, chaos theory can be extended to the interesting field of international relations. Here is my take on it.

Let's consider the relationship between two countries as a matter of vested interest. In this case, one can each country aggressively act in a way to maximize the benefits of the relationship. It is hardly possible for both countries to have equal benefits - that is, one country at any point in time, benefit more than the other. If this is the case, there are a couple of ways to represent this using dynamical models. One, we can express this as a predator-prey system, whereby the benefiting country is the predator. This can represent the relationship between developed countries and under-developed countries. Another approach could be based on the model developed by Sprott (http://sprott.physics.wisc.edu/pubs/paper277.htm). There are other approaches that can be considered too.

If the international relations between two countries can be represented by dynamical models, the question then arises "Can the complex relationship between more than two nations be chaotic"? Yes. The system can be extended as a complex network.

Of course chaos theory Can be extended to international relations: the sudden readiness of the whole population of a democratically governed country to go to war. for the country getting ready to start a war the control parameter could be the amount of humiliation suffered from a dictatory regime or an international community concerned about interests.
