That TOC concentration seems very low so it is not by itself a concern for releasing water to the the sea. Perhaps you can explain where the water comes from and quantification of any other contaminants.

This is a bleed from Direct cooling contact (DCC). The DCC bleed includes 0.3 mg/kg SO2, 26 mg/kg NOx, 12 mg/kg NH3 and 1.2 mg/kg TOC.

Hanh Pham, I suggest the most concern is with the nitrogen content which might stimulate eutrofication. Is this offshore or on the coast? Is the sea already eutroficated?

If you are on the coast and in Norway, you could make s small biofilm system to nitrify the ammonia followed by a woodchip/bark column to denitrify the water. Another location could mean another selection of technology would be better.
