The ICP instrument is not equipped for HF analysis. So I can not simply digest in HNO3/HF. I also do not want to deal with HF either. Thus, any other approach is great. Thanks

If you haven't already looked there, the Plasmachem-L list server is a great ICP resource. If the answer isn't there in their archives, someone who knows the answer is likely to be able to answer your question fairly quickly.
Stanislav: the material is metal organic framework (MOF) which has Zr in its metal cluster (or secondary building unit SBU). In it, Zr forms bonds with O (oxygen). Though it is not ZrO2, the MOF material seems not be digested by HNO3 alone just as is the case for ZrO2.
