The ICP instrument is not equipped for HF analysis. So I can not simply digest in HNO3/HF. I also do not want to deal with HF either. Thus, any other approach is great. Thanks

What form Zr is in? Is it an element in a metal organic compound or mineral admixture? In the first case you don't need HF.
Stanislav: the material is metal organic framework (MOF) which has Zr in its metal cluster (or secondary building unit SBU). In it, Zr forms bonds with O (oxygen). Though it is not ZrO2, the MOF material seems not be digested by HNO3 alone just as is the case for ZrO2.
There is an option to try HNO3-HCl mixtures. This might work better than HNO3 alone even without HF
