Actually the few studies I found most of their authors are not on Researchgate and their emails are old so could not get in contact with them.

yes, it is all about competency assessment in certain skills (Treachestomy, chest tubes and so on).

You can designed a new developed tools

Try to look on, Evaluation models, like tylers, hammond or cipp and addie. It depend on how you want it to be. It can also help you to determine what variables you need to include.
