Salts break up hydrogen bonding. This observation is taught in general chemistry under colligative properties. The freezing point depression and the boiling point elevation are affected by salt concentrations, by elevation from sea level (atmospheric pressure changes), and by gas solubility in the water.
The whole wonder is in a negative specific heat of NaCl dissolution. So the dissolution of sodium chloride /or KCl, CaCl2, NH4NO3 and others salts/ is connected with absorption of heat energy, observed outwardly as a drop in the solvent /ussualy H2O, snow and ice meal/ temperature.
