Please do elaborate your question and the context. There is clearly an issue of communicating policy, but there is in my opinion no ready framework.

There are different methods like using media, policy makers interacting with opinion makers and employing other communication strategies including engaging PR machinery.

@Online agricultural marketing initiated only in six markets in Karnataka on pilot basis. It should be uniform throughout all APMCs in Karnataka.

Secondly, Most of the regulated markets have lack of skilled employee/staffs related to online trading and grading activities . So suitable capacity building programmes need to be organised by the state govt, NGOs and other developmental organizations to train the employees/ staffs in APMCs.

This is a good question, but one that has a complex answer.

Policymaking depends on the agency formulating and executing the policy; agencies in government have specific jurisdictions and authorities granted to that agency which defines the structure and culture for its policymaking.

For example, in the U.S. Government, Congress makes policy from the consensus of the Representatives and Senators, often influenced by the agenda of the Executive branch, and is developed based on a detailed set of rules and culture that govern the development of ideas into a bill to be voted on by Congress and signed into law by the President. In contrast, an agency like the USDA, is granted authority and funding by Congress to conduct programs within its jurisdiction and can create strategies that guide those programs. Researchers within the USDA, among others from private industry, lobby groups, think tanks, or other NGOs, can inform Senators and Representatives on important topics that need to be addressed at the Federal level, which then can be moved into a bill proposed in Congress. In short, policymaking depends on the agencies involved and the structure and culture of the government.

Simply speaking, a policy is informed by research and translated into actionable and usable information by those who have power to enact law. If you want to influence policymaking, you have to be very informed on the issues and have an avenue to publicize and communicate your position to the public and lawmakers.

Based on the question raised @Asmat Ali, the framework should be public centric to minimize the effect of politicians and their vested interests.

So framework may be name as"public participated public policy framework" or "public centric public policy framework". The idea is involve public directly in all phases of policy making. Elements of public policy for any secret should be public centric

In mapping the concept of VGI is well established that involves public for mapping the any area for any reason including disasters, species protection, problem solutions etc.

The same concept of involveing public is already established as UN platform www.unv.org.

This plateform is being used by many countries to involve public in policy making, policy implementation, policy monitoring etc

www.unv.org is an online platform, good. Would it work in Pakistan where only a small fraction of the population has access to Internet?

unv.org has examples in Pakistan. and more importantly if any one desire as volunteer to contribute , he will arrange internet to share his knowledge,views,thoughts. PM citizen portal app is an example where volunteer as general public contributed in policy monitoring and policy implementation.

How can policy be for the people when the policy making framework is partly and increasingly not by the people hence not of the people? We need an evidence based by-the-people-framework to mitigate or resolve the looming collapse!

The people's voice and interest must be represented in key policies by their votes. If only the power to enact those key policies will be equally shared by the people and the policy makers, the framework will be more  responsive and the-people-centric to enact key policies successfully. Participation by the people so suggested effects a more transparent and accountable framework that will shock and choke vested interests, lobby influences and regime priorities.

There is to my knowledge no such framework; we need such and technology today can perfectly manage such!

Let me try to break your question down and address it. For the main question---In any economy, there may be hundreds to thousounds of public policies that are developed. What informs the design of those policies ranges from emergences, correctional, improvement and depeening. Now, inherent in all these push and pull factors informing policy design are evidence in various forms or extent. The evidence may be weak, strong, incorrectly guaged or correctly guaged, risk-based, lacking intertemporal considerations, etc

Policies designed based on poor or incorrect evidence may work effectively just as policies designed based on strong and correct evidence may not achieve desired results. This should answer the second aspect of your clarification as evidence-based policy is bogus.

Let us recall that policies yield results through implementation frameworks- programs, projects,etc. A policy without implementation framework is like a legislative instruments without regulatory framework.

So strong and accurate evidence-based policy is important just as its implementation mechanism to benefit society.

I don't want to talk about rentseeking and lobbying, etc in public policy for now. But simply, rentseekers are part of society's public. Effective balance of rentseeking tendencies, local content, and evidence yields maximum results. Thanks

It depend on the countries condition , infrastructures available, facilities available for markets, purchasing power of different groups accordingly importance to particulars sectors has been laid down by the concerned authorities through implementing projects, programs etc

Yes, to frame the public policy the stratagies and the base of the countries' economy for instance, if the countries economy depends on agriculture, framing the policy in the way that agricultural product improvement and combat the challages face accordingly; and if the countries economy is based on industry, frame the policy according to it fits.
