Can you help me how can I open and convert a "VOL" to KML. CSV, SHP, raster data format? I have access to R, and GIS softwares but any other alternative that also works is welcomed.
Please see the attached data that Id lie to work on but is in "VOL" format. My final aim is to have it in GIS software.
To get more people looking your data set and/or helping you it would help if you add more information about your "VOL" file. Most "VOL" files are binary and are used for volumetric data. Your "VOL" file is ASCII and you have one for each US state. This may be an ASCII raster format. What software created the "VOL" file and what is it used for?
I agree with Reuben, there must be some information about these files. Is there any metadata? They look like spreadsheets of some kind of data. I don't think they represent rasters but you can convert them into csv if you know the structure of the columns (width of each column), then you can load them into GIS as points where each file is a single point for some state (with loads of data).

This file is traffic volume for all roads in CA in Jan 2011. I want to join this data to roads layer in GIS. Thus, I need to convert this file to a format that GIS can read it. This file is supposed to have data on roads and traffic volume.
Zahra Aryan : The only way I can see is to save them into tables (excel sheets) and import them in ArcGIS (or any GIS software). Then you can link these tables to the roads layer. Therefore, you must have the right structure for these files column width, column no, etc)
