If it is a preprint, you may get a DOI from Researchgate, SSRN, Zenodo, and many others easily on the first upload. If it has published already, Zenodo can still be you venue for a DOI. If the article already carries a DOI, Zenodo will ask you to reveal this information. I hope it helps.
