Reduce, reuse and recycle are the priorities.
Reducing means you avoid producing wastes. For instance, ban one use plastic bags. A plenty of developing country implemented this rule.
Reuse means you use the good as it is, without changing the purpose of the product.
Recycling can be any other, collecting paper and produce paper or collecting metal to produce metal. Also, the energetic use of waste is recycling.
Reduce is almost free (sometimes profitable even without considering of the reduction in waste management costs), reuse and recycle need a proper infrastructure, selective bins, collecting trucks, pre-processing collection station and the recycling plants.

Segregation wet and dry garbage./waste at source is critical for recycling of waste. The wet garbage can be turned to compost by facilitating the process. In the city of Kochi and Bangalore in South India as well as elsewhere there are projects which have used the method of segregation at source (by giving households bins of different colours) and also composting bins and starter material (compost bin/starter kit by private enterprises which is sold to the waste generating household/establishment). In Kochi, women from low income families and who have been collectivised into groups under the poverty eradication mission of kerala, kudumbashree are active in the waste management process
The key issue for waste management in Brazil, specially in small cities (less than 30,000 people) has been how to finance an overaching strategy that assures the full aplication of the triple R principles and its adequate disposal. Cities have managed to improve waste collection and have achieved some success on recycling, mainly for more valuable waste (such as aluminum). Nevertheless, the final destination is a huge challenge, local government are willing to pay for recolletion and recycling, but they often neglect the final destination for economic reason (Say its too costly). In the state of Ceara, for example, there is not one single case of small cities where waste is properly managed.
