Agreeing with Ralf (hi Ralf) I would say that more than Neuroscience it would be a Psychology and Educational matter. Neuroscience, i.e. providing pills acting in the CNS or putting electrodes in the brain, can do (as of today) very little to increase "responsability" in healthy humans
