I want to use a single circuit for accelerating the motor in bi-direction ,and also want the same circuit to provide dynamic braking for the motor. Will a buck-boost converter be helpful when I am using a micro-controller as a master control for the circuit?
Buck-boost converter is a one quadrant converter. The power flow is in one direction, so dynamic braking is not allowed

You can use a full bridge one with bidirectionnel switches (MOSFET in anti-parallel with diode).
And, if you want to regulate the speed you could use a PWM to activate the bridge indicated by Raoufi
yes, Mr. Mustapha is right but you can use isolated full bridge topology for dc dc converter and this converter work with bidirectional power flow. it can not work with dynamic braking but regenerative braking is allowed and in this condition its work like buck converter and store the energy. and this energy can be used with boost mode to give the acceleration dc motor in motoring condition.

A buck boost bidirectional dc dc converter works fine if you want to save power from the car PM motor during regenerative braking. Use the normal buck boost converter and replace the diod part with MOSFET or IGBT depending on your desire of switching frequency...also put a RC on the load side. Calculate your optimal duty ration and other components according to your desired rating. If you are expecting high voltage from the load side, consider the option of ultracapacitor as well.
