Since land value dramatically increased, even without legal land transfer takes-place in surrounding emerging like urban areas 360 degree. this situation is not only mekelle city almost in all urban areas of the regional state of Tigray, according to my observation.
What is your definition of (or measures for) "urban sprawling activities? Some might define "sprawl" as low-density, discontinuous development. Additionally, where development occurs, it is limited to single land use categories. In other words, one developed area might be ONLY for residential purposes, another might be ONLY for commercial purposes and another ONLY for industrial purposes. Thus, segregating development by land use requires more transportation between places compared to mixed-use development where people can live next to (or close to) work, education, shopping, etc.
Population in the Mikelle region has grown substantially since the 1990s. But is this growth urban sprawl or something else? According to your observation, land prices have risen throughout the area. This is typical of areas experiencing population growth. More demand for places to live and work will inflate the value of land in this area. Infrastructure improvements will also inflate land values and prices. In both cases, land values/prices will rise, even in the absence of any land transfers.
Even if land prices are higher throughout the region, they are probably higher in some places rather than others. Areas that offer the greatest opportunities (for employment, education, housing, etc) are likely to see the greatest increases in land prices. Higher land prices at these "prime" locations will motivate some to develop on cheaper, but more remote locations. In some instances, the movement of development activity away from prime sites to satellite sites could be characterized as "sprawl."
How do we know if growth is "sprawl?" One measure might be population density. If population is rising, but population density is falling, then that could be an indication of "sprawl." If population is steady, but the urbanized area is growing, this too could be an indication of sprawl.
