I am trying to determine if it will enable high power generation at low torques since the current in the secondary conductor is not being generated by actual cutting by the near field but by the waves emitted by the spinning magnet. In this case the magnet is being spun directly by the running water in case of Hydroelectric power.
Is this possible?
What you are describing is power transmission by radio, which will be reduced by the square of the distance.

I have a few "practical" questions to offer, though !
To cut it short, the very reason designers at large have evolved compact electromagnetic structures that rely on small air gaps is simply to avoid issues of the type #1-3 listed above.

Possible? NO.
If you want to 'convert' energy, the theoretical maximum efficiency is 100 %.
Rotating mechanical energy is proportional to torque multiplied by rpms. Thus, for a given amount of energy output the torque is determined by the rpm number. You cannot do anything against that fact.
