Can we manufacture an Anechoic Chamber locally with an acceptable specifications? What are the factors and caveats that should be taken into consideration when designing? What about the most useful size for near or far field? I am looking for any researcher has an experience in that think, however, we tried to modify a water tank for that purpose, and unfortunately we didn’t finish the design.

A simple and relatively acceptable an-echoic chamber can be build by using and properly arranging the absorption materials inside the chamber. To reduce the cost, you may put those absorption materials only in some places that expected to highly reflects the electromagnet waves but not the whole chamber.
To measure the radiation pattern of an antenna in the far field, you need to insure that the minimum separation distance between the transmit antenna and the receive antenna (which is the antenna under test) should be at least 2D/lambda. Here D is the length or aperture of the transmit antenna.
