The propagation of electromagnetic wave contains electric and magnetic oscillation in perpendicular planes.
But the concept of decoherence of quantum mechanics may divide these two during thresh hold time.(One of my paper is under consideration with a journal may be published with in few days). Of course, I have published some papers already regarding (all posted in RG)space time ,relation with fundamental forces especially electromagnetic field .Based on these papers conventional QM can be explained and the question may be answered also.
I am expecting an answer in that direction which I may not aware in contemporary QM.

Quantum mechanics neglected 'neuro physics' while framing its mathematical equations for quantum states and their superposition.If I am right there is some thing wrong with its basics(Mathematically it satisfied Schrodinger equation ,uncertainty principle etc).All the pure states described by it are mixed states only.Mathematics followed by its development and may be in right path.But prior to this notion physics contains lot of quantum mechanical physical interpretation)....
Any how Thank you for both André Michaud and Aden Handasyde ...I will come back to this discussion with in few days(I am waiting for a result for publication of my paper which is must to understand my statements) With that ,it seems that the observebles both position and momentum can be divided as apart of profound analysis on physical reality of quantum mechanics....This may lead to bifurcation of static electric field and magnetic field(Already in my previous works, I explained the relation between fundamental forces, energy and their relation with space time).
