Can the electron flow be induced to "dissipate" the exothermic reaction heat? Could we add a thermoelectric material on a conductive substrate to achieve that goal?

In catalytic reactions the heat of reaction is typically removed in the form of heat (transferred to the surroundings), However, it can be removed also in the form of work (e.g. electrical work induced by an 'electron flow'). Work and heat are two different forms of energy both induced by a gradient. A general energy balance shows that chemical energy (typically given as the change in enthalpy upon reaction) can be removed from the system under consideration in various ways:
- heat due to temperature gradient (most often encountered)
- volume work (e.g. in engines)
- electrical work (e,g, in fuel cells)
The challenge in all these methods to remove the change in energy upon reaction is to maintain the gradient for the energy transfer.
