Can we corelate TOD with NCR counter in DVBS2/RCS system?

The Time of the day (TOD) can be fetched using system calls. Network Clock Reference (NCR) is primary counter in DVBS2 based interactive systems. If TOD has the granularity of nano seconds, how can be derive the NCR from TOD?
