Theoretically the axial ratio of linearly polarized antenna is infinity. But practically it is not possible. So, is there a practical/industrial norm for differentiating elliptically polarized antenna from linearly polarized antenna in terms of the axial ratio ?
14 dB is not bad - if it is only efficiency you are concerned with. it means you waste 4% of the power you could get, about - 0.16 dB loss, I think.
However, if you want to use cross-polarized antennas at the same frequency to separate channels, then -14 dB cross-talk between channels would be bad. You might want 30 dB axial ratio.
not good, but almost not bad. in non-precision microwave electronics there is a rule of thumb of 1.3WSVR, or -17dB of return loss is OK, so -15 dB is not critically bad and often considered as pass/no pass factor. So, probably we can extend it on polarization...if you like it.

I think, it is not very important to specify this term, since AR is always specified, where it is important, and you can state "linear", everywhere else, meaning the principle, not performance. And efficiency already contains polarization loss factor.
