Can we assume partially saturated soil conditions during Vacuum Consolidation Method?

Normally we assume that the zone of vacuum consolidation is fully saturated. But I need to find out what effect the existing groundwater table has on effectiveness of Vacuum consolidation method. I havent found a relevant literature related to it. If the ground water level is considerably low , will the soil particles in VCM zone be partially saturated and not fully saturated?

I would suggest to read Triaxial testing of soils by P.V. Lade. He has elaborated in detail on vaccum consolidation in his book.
