Researchers and educators have concentrated on the development of creativity in education, and students’ creativity and innovation enhancement are considered to be a top goal in all societies. I have two questions here: How would one place great efforts to develop students’ writing skills in general and creativity in writing in particular? How would an individual assess creativity in writing?

I'm a creative writer myself, and I've taught creative writing at secondary level. "How would one... develop students' writing skills?" I've found some success by simply explaining/revealing a powerful writing technique, and giving students opportunity to play with it. I'm not sure where I got it, but one of the best techniques is how to write a scene and an episode. In a scene, the protagonist wants something (e.g. the old lady wants to sit down on the bus seat) but is thwarted by someone else (e.g. the rude teenager also wants to sit down) The rule of thumb is that the protagonist makes three attempts, and in the final attempt, they *almost* get what they want, but not quite. (e.g. the old lady pushes the teenager onto the floor, then the bus driver stops the bus and orders the both of them off.) This is just an example of a powerful technique. Sadly, I've found that many school teachers who teach creative writing can tend to either over- or under- scaffold creative writing. As for your second question about creative writing assessment, I come at this from a publishing industry mindset. Acquisition editors literally assess creative writing as a job. What, according to them makes great creative writing? It's writing that demands their attention - they forget that they're reading, and start seeing through the black and white page to the vivid 'story' behind. Everything else is a servant to this - voice, style, description, punctuation etc etc. Thus, beyond judging the mechanics of storytelling, an acquisition editor will critique texts with phrases like, "I just didn't care what happened to the main character," or "of course, this is my own personal opinion..."

The writing reflects the personality of the writer. Therefore, of course, you can appreciate the non-standardness of the text. It can manifest itself at any level of the text. It depends on the style: artistic, scientific, journalistic, etc. But another question is how objective this assessment will be.
