Generally thin film deposition affects only a very thin layer of the substrate. So I do not think this kind of deposition can modify the properties of the bulk of the substrate. For sure, the thin film propeties are oinfluenced by the bulk material, I say, by its properties but I belive the opposite is not true at all.
It depends on the type of thin film. For instance, DLC coatings are usually improving surface wear resistance, but not the general wear resistance of the material itself (although they extend the life of the part you are using). But in general, from a material science point of view, what Andre said is right, it influences and affects just the surface.
Thin film deposition can be a viable option for industrial application, to enhance mechanical properties of the substrate but first you have to define the type of applications, to choose the proper substrate (material, size and shape) and material for deposition, to prepare the surface of the substrate and to find out by experimental works the process parameters for deposition. After that you have to perform the analyses of the thin films (thickness, surface roughness, scratch resistance, tribological and mechanical properties, a.o.).
If you want to enhance tribological properties of any surface using composite/ single layer coatings, you should use PVD/HiPIMS for super hard/protective coating.
