If I want to fabricate this ram pump what parameter should I consider and what is the ideal condition?

The Ram pump you refer to is probably a hydraulic ram pump, to pump water up to a certain elevation based on kinetic energy of the water.
We have been doing some work in this area, and unfortunately there is no easy formula that allows you to design it first time right, it seems all a bit more add-hoc and testing based than being calculation based (if anyone knows about a good way, then I would love to hear, as we didn't identify much in this area).
It depends on the height to cover and the source of your water, if that is a constant stream, then you are probably quite fine, and with a well designed pump you can cover quite some elevation. Please bare in mind that only 20% of the water that enters the pump will reach the elevated point, so if you don't have a stream, you have something to think about with regards to this.
Online you can find quite a few companies who sell complete pumps, but they are quite expensive, the parts themselves are not that expensive, so you could buy them and play around and see what you get to work.

the reliability of a ram pump is in general high, but of course it essentially depends on the materials and sizing that you adopt.
