The studies carried out by different scholars show that, in both Latin America and the Caribbean (LAC), innovation processes, in their scientific and technological context, are ineffective. Therefore, it is difficult to create an appropriate environment for the development of new and better products and services in such a way that the whole helps the social and economic growth of these countries (de la Torre, 2014; Lederman et.al. 2014, CAF, 2013, World Bank, 2014). Despite some scholars describe the problem as systemic, is Wicked Problem (Rittel, 1973) an adequate framework to formulate these difficulties?
I would think it is considered as systemic, because it is a regional phenomenon. Although i also think that it is a shallow view.
Whether it can be depicted as a wicked problem would likely depend on the true antecedents or factors of the problem (which i think has been poorly surfaced) and their interaction.
Innovation projects represent complex phenomena and have to be regarded as such. By adopting “simple frameworks” to local contexts that are dissimilar to the context(s) in which these frameworks were created and expecting the same output and outcome is an illusion. Local adaptations have to take place via human processing solutions, because we cannot take for granted that “what works in Boston will also work in e.g. Copenhagen“... It is only solutions to ‘simple problems’ that can travel around the world and deliver the same effect no matter of context - as often seen in medicine where “evidence” is key factor...
