Yes states can invoke means of cultural diplomacy as a way to promote cultural traditions and so on among Africans to achieve Unity as you have postulated. But one thing you need take into complaisance is the fact that Culture or Tribalism as it stands, does not holds powers to incite violence, it is the instrumentalization of these identities that spark these tribal-based violence. Political and International opportunists have for the longest period of time preyed on these identities for selfish reasons. what we need is strong advocacy to end infiltration and what i would like to call societal contamination. Addressing fundamental root cause of tribalism remains a strong integral part for African Unity and Peace.
