Usually for that preparation an electrochemical method, i.e. Anodization is employed
Actually. it can be done very simple by combination of surface chemistry and PVD. I can send image of vertical oriented "nanorods" by e-mail [email protected], but it is my knowledge till now. Sorry. Just try and you will succeed!

TiO2 nanotubes are developed by anodization of the Ti-foil/substrate under variuos condition. (I have some experience with this)
Best you get using acidic HF, or Et.Gl NH4F with H2O2 and H2O.

The best and easiest method to obtain vertically oriented well-organized Titania nanotubes is anodizing Ti-sheet in fluoride ion-containing electrolyte. the best electrolyte is Ethylene glycol containning very small content of both F- and water

Can anyone please suggest preparation of TiO2 nanotubes by hydrothermal method. The anodization of Ti-sheet is some what expensive.
Precursor material I would like to use P-25 or TTIP or Ti- n-butoxide.
Yes I agree with Khurram, that precursor material as well as reaction conditions plays significant role in controlling the morphology.
