PEDOT:PSS is insoluble in water. It is supplied as a dispersion of latex particles in water. Picture tiny droplets of PEDOT:PSS floating in the water, just like how milk is made of tiny droplets of fat/protein. 1.3 wt% means how much of the solution is PEDOT:PSS.
