This (bifactor?) model is not identified because the specific (D1 through D5) factors (1) each have only 2 indicators and (2) are not correlated with other variables in the model. Factors with only 2 indicators and different loadings are only identified if they are correlated with at least one other variable in the model.
Fixing both loadings on the D (specific) factors to 1 (i.e., assuming equal loadings) may help, but the model may still show problems for other reasons. Bifactor models in which there is a specific factor for each facet often have problems. See
