Please do consider new tools over the already known, or improvements on the existing machine learning tools for earth observation and spatial analysis. Software packages to consider should include ArcGIS with python (Anaconda-based or arcPy), qGIS, and TerrSet.

I would suggest Google Earth Engine (GEE) if you want to explore Machine Learning or Deep Learning for earth observation and spatial analysis. It is cloud-based and easy to learn with many documents and tutorials available. Also, there are several published works related to applications of ML in Remote Sensing and GIS field using GEE.
