Does anyone have a protocol for extracting DNA from agarose that is only 120 bp without a kit? The protocols I have tried are for much larger fragments and it is just not working.

For a small fragment like that one of the physical methods of extraction should work well, such as freeze and squeeze or just centrifugation through a filter membrane.
Extraction protocol depends on what you intend to extract, for instance, oil extraction, extraction of plants components, etc. For oils, soxlet extraction protocol is the best. While for plant components, organic solvent extraction is the best, but depends on the polarity of the target plant component. Polar components with polar solvents, while non polar component with non polar solvents.
