Can someone explain to me what is the difference between a prohibited and a protected fish species in the U.S. regulatory fishery management system?

I am looking at shark species that are considered for protection actions. However, some species are prohibited (e.g. the white shark), while others are protected (e.g. scalloped hammerhead). However, I am confused about the difference between the definitions.
