Not without first changing the meaning of the word 'thing', which refers to an inanimate object. By definition, all 'someones' are animate beings, thus excluding them from this definition.
However, you may be referring to the case where someone has physical sensors embedded into their body. If they were to be connected to the internet, they would not necessarily be a 'thing', because they are still animate. And they may well move around to the extent that they would not remain located in the same place as most 'things' connected to the IoT are.
Thus these people would not meet the full definition of a 'thing'.
However, there are 'things' connected to the IoT which do move around, such as things forming part of vehicles, or planes. But in every case, these 'things' are inanimate.
Thus some further discussion is required, or a new classification of these people as 'hybrid' people/things may be needed.
