I agree with the colleagues above. If you could restrict the transmissions inside the indoor, the ground stations of the satellites are installed out of door normally on the roof of the buildings and directed to specific satellites in the sky.

So one must locate the satellite antennas and avoid sending to them from the devices. In this way there may be no problem to reuse the satellite bands inside the buildings where the radiation density will weak.

Yes, in principle you can do that. But if the satellite is transmitting and there are satellite receivers on the ground, how can the D2D/IoT devices detect the existence of a satellite receiver?

This is one of the weak spots with cognitive radio and a reason for why it is hard to utilize in practice. You can only observe transmitters, not receivers. It is related to the hidden node problem:

Remember that there are two types of spectrums - licensed and unlicensed, Though any communication is possible in both spectrums as others have indicated if there is any interference who ever tries can be in problem, That is why IMS is generally safe.
