I assume your question is regarding the resilience measurement without considering external/internal shock.

The resilience is defined as the amount of disturbance a system can absorb and still remain within the same state or domain of attraction or the degree to which the system is capable of self-organisation. As per definition it should be measured based on the shock. The risk assessment comes into picture to reflect the magnitude of shock.

Sorry if I got your point in another context.

You can develop a resilience index based on your parameters.by assigning a score to each parameter.

If we understand that the word "resilience" includes the notion of adaptation, which means that a community is capable of learning from the past, I think it can be measured. For instance assessing aspects related to risk management and how a community is coping with uncertainties and future threats.

I have been working on an article that is going to be published very soon (it has already passed the first evaluation) and that examines the resilient response to a historical event ... As soon as it is published, I will send it to you.
