PSO is a metaheuristic technique which is supposed to give sub-optimal solution, while Fminimax function is an optimization tool which is supposed to give optimal solution.
Kindly correct me, if i am wrong in defining them. Along with that, answer the question.

It should be pointed out that the fminimax function is used much more for the problems of multiobjective or multidimensional optimization, as for the PSO its use is wider, in different fields of application. For this reason it is difficult to make a comparison between these two tools.

Indeed it appears that the two algorithms are associated with separate classes of problems: PSO is a fairly general heuristic with very little theory behind it, while fminimax is an algorithm especially designed for minimax problems; the implementation of the latter is based on the sequential quadratic programming (SQP) algorithm.

Does it mean that PSO can't be applied for minmax kind of problems which Fminimax can solve?

Here firstly we are finding out for which 'jth' value, objective function has minimum value. After finding that, we are maximizing function value over all beta(s).
