Can the MSWs (not all) -
1) Choose to refuse to extend assistance to the needy despite being requested with blue paper by the Consultants to attend to them?
2) Choose as to whom to assist and/or refuse to help despite their social economic status (SES) being equal?
3) Can the MSWs be penalised for such duty breach? By whom (apart from their HOD)?
In the legal realm, social workers must be cognizant of five distinct sets of requirements and guidelines:constitutional law, statutory law,regulatory law, court-made law and common law, and executive orders.
Care must be taken not to violate confidentiality through joint assessment of strengths, risk factors, problems, available services, interventions, evaluations, progress, appraisal and failures.
MSW if they willfully violate or breach, then their agency / organization should introspect internally and take corrective action so that the problem does not repeat in future.

Thank you for your kind references. Unfortunately, my observation uncovers the MSWs that I met and came across are way beyond their professionals and ethical realm.
In fact, within their professions, the more unethical they are, the faster they get promoted because as one senior MSW told me - "Ethic has no place in our profession".
It is a gross pathetic perspective that I first came across. No wonder, they could use force and lies just to cover their unethical practises because the leader never lead by example. On written feedbacks, none was pursued, in fact they were swept under the carpet.
Then again, they (the MSWs) are much needed by the country, therefore "without" them, the MSW departments are crippled. I pity those needy, poor and elderly people who have been subjected by their "ethical professionalism".
If the leader can voice her such strong "ethical" positioning or lack of it and the minister can overlook it, it is a doom sign for all those who are painfully-in-need of a nationally declared fund but kept locked and meant for those the MSWs choose to give, ethics aside.
