Can I use normal PLS algorithm if it gives better results than the consistent PLS, especially if the consistent PLS AVE is low than 0.5 while the normal PLS is above 0.5?

Whether to use the PLS or PLSc, it is depend on your research objective(s).
I would suggest that first you understand the rationale of PLS and PLSc, then, you revisit your research & research objective(s) to decide which is approach you should be adopting.
Then only you run the analysis and look into the AVE.
