I am trying to apply MPC for voltage or reactive power control. i have distribution system which is not dynamical so i dont have dynamic system for MPC prediction. the system is static. if I have forecast data (load forecast or forecast data of PV or Wind), can i apply MPC with forecast data and how?

No, if you use different data that not generated from linearized model, it will not be MPC. However, It can be a different control theme, you can titled it behavior based or something but this will not be MPC. MPC needs a linearized model to estimate the predictions with the help of an runtime optimizer. Also notice that, a plant that performs sufficient enough with a simple proportional law, will not behave too much different if you apply forecasted data (that not generated from linearized model), hence my point is, you may reach the control goal by using it, but it will not MPC.
The name, model predictive control mean that you must have a model for the system to be controlled.
