No, kOH cant be used as fuel as it doesn't have any properties required for a fuel (as M. A. Kalam sir has mentioned). In fact, KOH has very high thermal stability which is never a characteristic trait of a fuel.
Instead it can be used in two possible ways (in terms of IC engine applications)
(i) try using it as a catalyst for producing biodiesel, which can be used as biofuel in IC engine
(ii) try using it as electrolyte for fuel cells ( good scope for hydrogen production)
