Can I use IPA to study the perspectives of an in-group (eg; environmentalists) towards an outgroup(non-environmentalists) rather than trying to find out the individual self experiences of in-group members only? If so could someone suggests me related studies on it?

I think the two groups you propose to compare are too broad for IPA, because they do not involve the kind of immersive "lived experience" that is the focus for this method.
Instead, I would recommend a content analytic approach that is specifically designed for comparing the content of different sources.
Perhaps you can consider why you are wanting to use IPA? if you go back to your research question, you may be better able to determine the best methodological approach.
