I do not think that resubmitting a withdrawn paper is a good idea. I suggest you find another journal of the same or better standing. I am sure you have substantially improved the paper after the withdrawal

Based on the system, you can but you have to mention during the submission that it is submitted before, so the system will ask you why you resubmit and you have to explain.

To resubmit the withdrawn paper is not the issue, you have to mention the genuine reason behind withdrawal of paper during submission in online submission menu. It was not a good practice that you withdrawn your submission during review process because the corrections that you felt to bring in submission could possibly be notified by reviewer/Editor that could have saved your time, since you intervened in the formal Editorial process therefore, editor may feel unethical and reject your paper once resubmitted.
