Can I say that non-holonomic constraints are a special case of algebraic constraints in DAEs?

I am not so familiar with holonomic constraints and I am wondering if there is any relation between these kind of constraints and algebraic constraints in DAEs. Is it right to say that in holonimic constraints there is no algebraic state and these constraints do introduce an algebraic relationship between available differential states?
